Description
Administers overall operation of Application Development staff to ensure Business Units receive prompt, efficient, and high quality service. Responsibilities include managing Application Development teams consisting of Business Systems Analysts, Application Developers and Quality Assurance personnel plus managing Business Unit relationship and preparing / participating in the IT Steering Committee process. The position is responsible for IT and business process improvement, software, database, and data warehouse development. Other duties include: assist in creating and administrating department policy and procedures; ensure safety / integrity of IT assets including source code; establish and administer staff performance standards; establish and administer staff development program; coordinate through project planning application development projects with other internal and external department personnel to ensure on time, on budget delivery of system solutions.
The Director, Application Development supervises the following positions:
Business Systems Analysts
Applications Developers
Quality Assurance
Database Administrators

Knowledge, Skills and Abilities:
Knowledge of UNIX/AIX and Windows operating systems, Symitar software, Microsoft Word, Excel, PowerPoint, Access, Visio, Project, SQL, Windows Servers, VB.NET & C#.NET, and Web-based languages, such as HTML, Javascripting, and ASP.NET.
Familiarity of structured programming languages as well as object oriented.
Excellent written and oral communication skills.
Excellent ability to analyze and solve problems.
Proven management and leadership skills utilizing independent judgment when making decisions.
Ability to interact with staff, members and others encountered in the course of work.
Ability to learn and apply new information or skills.
Ability to perform highly detailed and multiple, concurrent tasks.
Ability to work under intensive deadlines.
Ability to use math and apply mathematical reasoning and abstract statistical concepts as needed.
Ability to read and interpret financial and statistical data, information and documents.
Thorough knowledge of the system conversion process includes data mapping, conversion / acquisition plan, testing and implementation.
Knowledge of application release process.
Knowledge of database architecture and design components

Education, Training and Experience:
Candidates for this position must meet the following requirements:
Bachelor=E2=80=99s Degree in Business Administration, Computer Science or other related field.
Seven or more years experience in leading technical personnel and complex projects. Experiences should be gained in areas of strategic application design/development in computer operations or technical operations.df-tc
