This position is contract to hire, so only Green Card or Citizens please. Position requires some travel to CT and PA for meetings.

Daily responsibilities:
Analyze business requirements and define information systems solutions
Analyze existing system, rulebases and programming logic to determine
the best business solution
Consult with systems & business groups on approaches to address business
needs or opportunities
Formulate a redesign services and business rules to address the new
business needs, utilizing the existing AEA rulebase and Access database
to the extent possible to minimize future maintenance of AEA and AGOR
Rulebases.
Create functional specifications including relational data models,
interface flows and input/output files layouts for use by developers and
testers
Lead, coordinate and participate throughout all phases of the systems
development lifecycle
Script the business rules, deploy and systems test with Interface
partners
Create translation tables and deploy to testing environment
Act as an expert technical resource to project, development, management
and staffs in all phases of the development and implementation process
Performs related duties as assigned or requested

Experience/Skills
Job Requirements:
Ability to design and script business rules
Possess strong analytical skills with proven troubleshooting ability
Strong technical skills (knowledge of JAVA, JavaScript, XML, Tomcat,
WebSphere, )
Experience with Rule Engine applications (Knowledge of Blaze Advisor is
a plus)
Knowledge of relational data modeling, with data modeling tools
experience a plus
Create documentation of existing business rules and programs by viewing
code
Demonstrate excellent written and oral communication skills
Ability to manage multiple tasks according to priorities
Knowledge of annuity business is a plus
Industry Standards - like ACORD, DTCC/NSCC APP, is a plus
Use of Lotus Notes, MS Word, MS Excel, MS Project, MS Access, MS
Powerpoint and Visio
